“The building is in danger of collapsing, so firefighters are evacuating it completely,” he told local television stations.
He added that authorities had decided to cordon off the area because they deemed it unsafe.
“I thought we were being bombed,” one eyewitness told local media, while others claimed it was an earthquake.
